Measuring gender equity in family planning: Recommended measures for survey research

Gender and social inequalities, and issues of agency and power are critical to the delivery and use of family planning (FP) programs and services. In present FP programs, there is growing understanding of demand-side gender determinants that can influence the use or non-use of family planning including women’s sexual and reproductive autonomy, communication norms between spouses, reproductive coercion, decision making, men’s involvement in FP and respect and quality in care. To advance our learning on family planning programs, with a particular focus on women’s agency and gender norms, we examined the state of the field to identify good measures and build robust measurement science to test and adapt measures in low and middle-income countries and generate a consensus on availability and use of gender measures in family planning.
